An actuary by training, Zara holds a MA with Honors from the Johns Hopkins University School of Advanced International Studies.
Zara has over 20 years of international development experience working for the World Bank Group in numerous countries, including fragile and conflict affected situations. She has extensive experience leading the design, appraisal, supervision, and evaluation of complex multi-stakeholder programs ranging from city development projects (integrating large-scale urban infrastructure investments with institutional transformation) to national community-driven development and local government programs to strengthen governance, expand access to services, address local conflicts, and mitigate the impacts of forced displacement. Zara has contributed to numerous flagship reports on forced displacement including the forthcoming 2023 World Development Report on Migrants, Refugees, and Societies.
